Eight years after Sharaf Rashidov's death, the USSR ceased to exist, and his native Uzbekistan became independent. By that time, the materials of the investigative commission of Gdlyan and Ivanov were found to be fabricated, and their actions in relation to those convicted in "cotton cases" were illegal. Hundreds of criminal cases were closed, and their victims began to be rehabilitated. Sharaf Rashidov became the banner of this rehabilitation.

The square in the city centre where he had been buried was expanded and beautified, and his bust was installed in a prominent place. His first burial place was turned into a small shady park, one of the cosiest corners in Tashkent. It became Sharaf Rashidov's commemorative site, which at the same time reminded of the inadmissibility of mockery and blasphemy against the memory of people.

IN NOVEMBER 1992, UZBEKISTAN BROADLY CELEBRATED THE 75TH ANNIVERSARY OF THE BIRTH OF SHARAF RASHIDOV. THE FIRST PRESIDENT OF UZBEKISTAN ISLAM KARIMOV MADE A LONG REPORT ON HIS LIFE AND ACHIEVEMENTS AS THE HEAD OF THE REPUBLIC.
"...Sharaf Rashidov has left a great legacy for us and future generations. The essence of this legacy is that Sharaf Rashidovich was a modest, crystal clear and honest man. And his remarkable qualities as a citizen and leader are an example for all of us. Each person, based on his worldview, character and upbringing, way of thinking, lives and acts, leaves marks in the life. In this regard, Sharaf-aka's way of thinking and deeds, their harmony and his multifaceted fruitful activity guide us in work and life. Certainly, Sharaf Rashidov was not an angel. Only the Lord is said to be sinless. There were shortcomings and failures in his activities. But my personal belief is that, whatever he did, Sharaf Rashidov acted as a prominent statesman, his primary thoughts were about Uzbekistan and the people's interests... There are people who did not live long enough to see the proclamation of our freedom. Like many, Sharaf Rashidov was among those who did not see this bright day. Today we can say with confidence that Sharaf Rashidov is one of those figures who contributed to the laying of the independence's foundation."
