FIRST SECRETARY (1959 - 1964). FIRST SECRETARY OF THE CENTRAL COMMITTEE OF THE COMMUNIST PARTY OF UZBEKISTAN

THE ELECTIONS AT WHICH SHARAF RASHIDOV WAS APPOINTED FIRST SECRETARY OF THE CENTRAL COMMITTEE OF THE COMMUNIST PARTY OF UZBEKISTAN WERE NOT EASY. AS EVIDENCED BY THE CHRONICLE OF EVENTS, THE CENTRAL COMMITTEE BUREAU MET ON THIS ISSUE FOR THREE DAYS.
The previous first secretary of the Communist Party of Uzbekistan, Sabir Kamalov, was removed from office "for allowing the contamination of personnel with politically unreliable elements" and having a "conciliatory and patronising attitude towards nationalist manifestations." And now the Central Committee Bureau faced a difficult task – after the rapid removal of the previously chosen first secretary, it was necessary to offer Moscow a worthy candidate and show the party's ability to choose effective leaders.

THE FIRST PERSON WHO PROPOSED SHARAF RASHIDOV AS CANDIDATE WAS ZUKHRA RAKHIMBABAYEVA: "WE, COMRADES, NOW NEED A FIRST SECRETARY WITH EXTENSIVE TRAINING, EXCEPTIONALLY RESPECTED, COMPETENT, POSSESSING THE QUALITIES OF A LEADER WHO CAN UNITE THE CENTRAL COMMITTEE BUREAU, WHO COULD, ON THE BASIS OF UNITY AND FRIENDSHIP WITHIN THE CENTRAL COMMITTEE BUREAU, ALSO INCREASE THE DEMANDS ON CANDIDATES FOR THE CENTRAL COMMITTEE BUREAU, A PERSON OF HIGH ERUDITION, CLOSE TO THE PEOPLE, A PERSON WHO WOULD BE CLOSELY CONNECTED WITH THE INTELLIGENTSIA. I THINK COMRADE SHARAF RASHIDOVICH RASHIDOV SHOULD BE NOMINATED FOR THE POST OF FIRST SECRETARY. WE KNOW HIM. IF WE HELP HIM, IF EVERYONE DOES IN THEIR OWN AREA OF WORK, IF WE CREATE AN ATMOSPHERE OF MUTUAL RESPECT, MUTUAL SUPPORT, OUR SITUATION WILL CHANGE DRAMATICALLY."

Many of the participants of the Plenum supported Sharaf Rashidov's candidacy but raised the issue of his health and nominated Arif Alimov, the first secretary of the Samarkand Regional Party Committee.

«... WE KNOW THAT SHARAF RASHIDOVICH'S HEALTH IS NOT VERY STRONG, AND WE ALL WISH HIM GOOD HEALTH. HE WILL HAVE TO BE AT THE OFFICE DAY AND NIGHT. AND IT'S HARD FOR HIM. THEREFORE, IT IS VERY DIFFICULT FOR ME TO SUPPORT HIS CANDIDACY. AND FOR THE REPUBLIC, FOR THE CAUSE, IT IS NECESSARY TO SELECT ANOTHER COMRADE. WHAT I HAVE IN MY SOUL, I HAVE TO SAY. I AM PROPOSING COMRADE ALIMOV."

As a result of long discussions, during which Sharaf Rashidov stated that "he has now recovered his health and has been working on a par with other members of the Central Committee Bureau all year," eight of the participants voted "for" and three "against."

SHARAF RASHIDOV BECAME THE FIRST SECRETARY OF THE CENTRAL COMMITTEE OF THE COMMUNIST PARTY OF UZBEKISTAN AT THE AGE OF 42. THEN HE THOUGHT HE WOULD REMAIN IN OFFICE FOR NO MORE THAN FIVE YEARS, BUT IT CONTINUED FOR 24 YEARS AND ENDED ONLY WHEN HE PASSED AWAY.
